I think the tableless, accessible way is the way to go. What do you think?

On [1] for example i use floating divs to place boxes with RTE userElements.
Notice on the screenshots [2] how IE4/NS4.7 would display the boxes...
For IMAGETEXT i use Ingmars css_styled_imgtext.

Of course we could serve the site to IE4/NS4.7 without stylesheet [3] to
avoid extra work. But i had some extra time so i did a quick&dirty
tablebased layouttemplate [4] so IE4/NS4.7 and modern browsers look alike
[5].
