[Typo3-marketing] DBAL: Call for sponsors

That means 3.6.0 will be delayed. The point is that DBAL serves as the basis
for many other needed things, like versioning, etc. So we can't move on in
tha way we'd like to, if we don't get some support.

Otherwise we have to go for other paid work first and the new version will
be delayed. I hope you understand, but there is also a life to take care of.

It has become much easier to make DBAL through some changes in the core and
it will never be as easy from now on. So we should not miss that chance.
