you can find a very TYPO3 friendly study about the benefits in using WCMS in 
the .gov environment. It's in german, the author is 
Dipl.-Ing./Wirtschaftsingenieur Matthias Koch, BTU Cottbus, Lehrstuhl für 
Marketing und Innovationsmanagement.

I had contact to the author and he allow who ever want to publish the uncut 
study on a own website and/or to mail it to customers.
