Well, I think being able to make extensions is in fact a mark of
qualification. That is one of TYPO3's core abilities and it also proves that
people are prepared to contribute their work.

Let's be honest: consultancies like mine create more than one extension per
project, but still there are very few published.

There should be some incentive to do so and this would do both tricks.
