I appreciate your response.
I have done all of the usual things you mention as far as I could. The main thing I haven't been able to do is to clean up the current site. Both sites are down since the webhost upgraded PHP from 5.5 to 5.6. They only gave about 3 weeks notice and I was very tied up with other things, so I didn't have time to check things before the PHP upgrade.
My guess is that there may be some settings in PHP that need changing after the upgrade. But I find it very strange that I cannot run the install tool in a normal way. Also strange to be getting the symlink warning in the install tool when everything is as it should be with symlinks (and has been for the last 15 years or so).
Any more ideas?

in general, the necessary steps to upgrade a Typo3 install are
* Backup Filebase and Database (!!!) using tar and mysqldump
o At some point, the upgrade procedure might fail and you need to
start over. This allows you to do so.
* Clean up the current Site as far as possible - update Extensions to
the latest supported version, update the Reference Index etc
* Create ENABLE_INSTALL_TOOL file
* Download the Typo3 Source, untar, set typo3_src to the new folder
* Log into the Install Tool, fix errors shown in "System Environment",
start the Upgrade Wizard
* Do a DB Compare
That's it in general. The Typo3 core itself usually can be upgraded without issues, most likely the installed extensions will need some attention.
Usually, I upgrade my sites in this order:
4.5 => 6.2
6.1 => 6.2
6.2 => 7.6
7.6 => 8.x
If the 123 wizard shows up, then something went wrong.
