Well that depends how you configure TYPO3. I've spent over a year 
learning how to implement various extension and template configurations 
in order to create a TYPO3 that is easier and faster to use than any of 
the nukes or mambo variants. I used to develop templates for both.

It may take more time to learn how to configure TYPO3 but your customers 
will love you for it when all they need to do is add/manage content and 
make design modifications. I can't imagine anything easier or faster 
than TYPO3 to use once it has been setup properly.
