[TYPO3-linux] Cannot access typo3 in browser

Here's the contents of my cms_staff.conf, which is located in 
/etc/httpd/vhosts/:

<VirtualHost 10.100.6.18:80>
    CheckSpelling on
    ServerName cms_staff.webtest.meridianschools.org
    ServerAdmin webmaster at meridianschools.org
    DocumentRoot /var/www/cms_staff
    ErrorLog /var/log/httpd/cms_staff-error_log
    CustomLog /var/log/httpd/cms_staff-access_log combined
</VirtualHost>

The /etc/httpd/vhosts directory is referenced in my 
/etc/httpd/conf/httpd.conf as follows under "Section 3: Virtual Hosts":
Include vhosts/*.conf

TYPO3 source is installed in /var/www/typo3_src-3.8.1 and "quickstart" cms 
package is installed in /var/www/cms_staff.
