[TYPO3-linux] Extension manager not working in new install

When I click on the Ext Manager under tools I get a 502 Proxy Error 
(below). Does this appear to be a server issue or did I miss something 
in my set-up?

Proxy Error
The proxy server received an invalid response from an upstream server.

The proxy server could not handle the request GET 
/~mysite/cms/typo3/mod/tools/em/index.php.
