Hi Jean-Pierre,
You don't need root access to install the tar.gz version, but without
shell access at least to your webspace it won't be possible to make use
of the symlinks contained in the archive.
Better use the zip version in this case.
I wouldn't say there are any security risks involved in the installation
process. The security mainly depends on file permissions and other non
TYPO3 server settings.
