[Typo3-linux] New Ensim host IM not usable with safe_mode on....Partly working!

safe_mode to Off
and
safe_mode_gid to On

seemed to fix it partly for now.

The install tool still does not recognise IM or GM but with hardcoded
settings in the localconf.php but at least TYPO3 BE can run the IM commands
now.

Someone please reply with your php.ini settings if you have safe_mode on AND
you are in the Ensim environment.
