[TYPO3-install] 403 after upload of introductin package

Hi there,

as a newbie I did as written here

docs.typo3.org/typo3cms/GettingStartedTutorial/Installation/Index.html

only that I put all files into a subdirectory "typo3". 

The file I downloaded, expanded and uploaded is 

prdownloads.sourceforge.net/typo3/introductionpackage-6.1.7.zip?download

from here

typo3.org/download/.

First thing I noticed was, that the directories fileadmin/ and typo3temp/ , which I am supposed to make writeable, did not exist.
Second thing, there is no index.html or index.php, which causes the 403.

Any suggestions?
