[TYPO3-install] typo3 installation error 404 on mod.php

could elaborate little more?

because my hosting environment does not provide me to change the typo3 file
owners, groups to apche:apache. so it is exists as nikescar:web. so if I
change the folders and files owners to apache:apache then could I access to
that address?
