Normalerweise muss man eine Datei ENABLE_INSTALL_TOOL im Ordner typo3conf/ 
anlegen.
FIRST_INSTALL klappt wirklich nur, wenn noch gar keine Konfigurationsdateien 
erzeugt wurden.
