Hast Du [SYS][curlUse] via Install-Tool auf 1 gesetzt?

Welche TYPO3 Version nutzt Du? Aktuell läuft hier ein weiterer Thread (https://forum.typo3.org/index.php/t/212732) wo es wohl ähnliche Probleme gibt.
