[TYPO3-german] Limit user to single language

Hello,

i am trying to limit a user to a single language.
I can configure this in the backend for the user-group.

However the user can still create new elements in the default language.
And what is even worse is that the created element is created for all languages. (Language set to ALL)

can i somehow prevent that?

I am using Typo3 6.2 with fluidpages and fluidcontent.
