es sieht so aus, als sei post_max_size auf 10 Bytes gesetzt!? Das würde ich mal per phpinfo() prüfen.
Kommst Du an die php.ini heran? Ansonsten per htaccess, sofern erlaubt:

php_value post_max_size 24M
php_value upload_max_filesize 16M
