also ich verwende (auch) grundsätzlich:
   # für HTML 5
   doctype=html5
   htmlTag_setParams = lang="de"

allerdings sollte auch das funktionieren:
   # für XHTML-Einstellungen
   doctype = xhtml_trans
   xmlprologue = none
   xhtml_cleaning = all
