Es gibt einige kostenlose Software dafür, nur habe ich keine Ahnung ob 
es die auch unter Windows gibt.

Openoffice,gibt es auch für windows .-),  kann mit Impress direkt in das 
Webcast exportiert werden.

Für Linux gibt es verschiedene Software.

Muss aber installiert werden.

Bei Debian ist von Haus aus dabei:

vic - Video Conferencing Tool
camstream - collection of tools for webcams and other video-devices
