OK, I now suspect it is an OS/cpanel issue:  features.cpanel.net/topic/update-curl-for-easyapache-4-and-cloudlinux-6-8
New cpanel easyapache 4 build links against old centos 6 base system version of curl whereas previously easyapache 3 compiled and linked a newer version of curl.  So I will have dropped back to ancient curl 7.19 in base from custom compiled 7.38 (which is still pretty old).

Will try a few things in terms of manually upgrading curl version and let the list know if that works.
