[TYPO3-english] Record Could not be created in this workspace in this branch

Hi All,

I am using Typo3 4.7.7.
I am trying to create new article in my workspace and got following error.

Record Could not be created in this workspace in this branch

If I create the article in Live workspace than It functions. 
I want to create my article in my Test workspace first.
What is the reason?
