I usually have (adapted the path names to your situation):
<SYMLINK>	index.php [typo3_src\index.php]
<SYMLINKD>	typo3 [typo3_src\typo3]
<SYMLINKD>	typo3_src [C:\wamp64\www\typo3_src-7.6.15]

Maybe the relative symlinks are easier for Windows to produce the 
correct absolute paths?
