In the meantime I resolved it by using REDIRECT
'pageNotFound_handling' => 'REDIRECT:/page-not-found/'

It's not really what I'd wish for. But as long as a 404 header gets send for the originally called URL, I think it's fine. Plus: I set the /page-not-found/ meta tag "robots" to "NOINDEX,FOLLOW"
