The default language has always the value 0 and therefore a language-record can't use the same uid.
If you create a new record, you've to choose either that it's in original language (sys_language_uid = 0)  or it's a translation and then sys_language_uid has to be unequal 0.
In alternative-page-language-records the default setting is 0 but there is no sense to keep that value, therefore you can't save it in the backend.
