Thanks to all who have replied.

I've since learned quite a bit.  The fundamental problem I was having related to MySQL's sql-mode="STRICT_TRANS_TABLES,NO_AUTO_CREATE_USER,NO_ENGINE_SUBSTITUTION". I learned from a bug report from 2006 that strict mode caused problems.  So removing STRICT_TRANS_TABLES from sql_mode enabled export/import and allowed creation of a sandbox.

Problem solved.
