Hi,

In development mode you should also have another item for cache cleaning "Flush system caches" which should do the job.
Have a look in "Configuration presets" in the install tool and choose "Debug mode".

Also set your Typo3 in development mode (.htaccess or apache conf) :

SetEnv TYPO3_CONTEXT Development
