-> go to the settings of tx_news in the extension manager
-> in the "records"-pager set "records.categoryRestriction" to "page-tsconfig"
-> go to the folder with the news-records and set the TSconfig to TCEFORM.tx_news_domain_model_news.categories.PAGE_TSCONFIG_IDLIST = IdOfYourNewsCategoriesFolder

TYPO3 will then just use the categories that are located in this folder
