Hi James. Huh, that's a pretty broad question :-)
There are hundreds of ways how to create a new website in TYPO3.

I don't know a book that is up-to-date and explains the basics, but you
could have a look at the official documentation:

https://docs.typo3.org/typo3cms/

Maybe you find something here that helps? For example the "Getting
Started" or "Editors" tutorial.

Some say, it's "technocratic gobbledygook"... I would say, TYPO3
possibly has a steep learning curve :-)

There is a difference between riding a bicycle ("other content
management systems" you possibly know) and flying a plane (TYPO3 CMS).
It requires some more learning and understanding, but once you know how
it works, you get much, much further :-)

Re "get a single page done"... maybe you want to look at one of the
prepared distributions, which feature a fully working website? You
should install TYPO3 CMS from scratch, then choose a "Distribution".

Most likely you want to start with the official "Introduction Package",
other packages created by the community are available, too.

Just "adding a new user" in TYPO3 is not enough (I assume, you are
talking about backend users): you have to configure their access
privileges, too, if they are not "admins". If you don't, they can access
anything (and worst case: errors are shown when they login).

I usually create a backend usergroup called "editors" and configure this
group (access privileges to tables, functions and mountpoints). Yes,
that's a pain if you have not done it before, but hey... how about the
"Introduction Package" I mentioned above?

Then, create new backend users and assign them to this group.

Nope, I don't! Give us a chance to help you and convince you that TYPO3
CMS is not as bad as you think :-)

There is no point... and that's not our intention. Help us to improve
the documentation if you think there are some missing important points
and/or become part of the "in-crowd".
