[TYPO3-english] RTE Editor behavior differs between new and existing content element

Hello,

I've got a problem with the configuration of the rte editor.
It seems as if the tsconfig of the rte is ignored if I create a new content element.
If I save the element everything is fine. But before saving the rte has buttons wich i exclude via the ts config.

Has anyone an idea why this happens and can provide a solution?
