[TYPO3-english] The package "frontend" depends on "cms" which is not present in the system.

Hi,

After upgrading to 7.5.0 I had to downgrade back to 7.3.1. Now I get error:
#1382276561: The package "frontend" depends on "cms" which is not 
present in the system.

What to do? Caches have been cleared, install tool shows no problems.

(I had to downgrade because of enourmous amount of difficulties with 
extensions.)
