[TYPO3-english] Oops, an error occured! No pages are found on the rootlevel

I am getting an erro while data migrating to a new Install..both FE/BE Administration."ops, an error occured!  No pages are found on the rootlevel

at BE admin., I cannot see webpage links..

pl provide some documentation or settings that is required to resolve this issue.

im planning to upgrade from e.g. typo3 4.5 to latest version
