[TYPO3-english] installing typo3 on local server xampp server

The idea is that you create a file with the name "FIRST_INSTALL" 
(without the quotes of course) in the root directory of the installation 
and then refresh the browser.

This is to make sure that you are actually the person performing the 
installation (if you would install it on a real server anybody from 
around the world could start the installation). Because you have access 
to the files you can create that file and start the installation.

Please host screenshots and other files on a server somewhere (there are 
many places on the internet where you can upload files/images) and put a 
link in your post. Attachments are sent to everybody in the mailing 
lists and newsgroups, and some mail clients and newsgroup readers don't 
display the actual images but just a huge block of characters as shown 
above.
