[TYPO3-english] The request has been failed.

Hi,

TYPO3 7.1.0

ADMIN TOOLS-> Languages-> and downloading language freezes in start and 
gives error:

Error, The request has been failed.

Install tool gives one error in System environment:
"PHP extension zip not loaded
TYPO3 CMS uses PHP extension zip but it is not loaded in your 
environment. Change your environment to provide this extension."

Ok, we installed libzip. Install tool php info gives:
...'--enable-cgi' '--with-libzip'

But the error still exists.

Any suggestions?
