[TYPO3-english] Include Basis Template not working

Hi,

TYPO3 6.2.4

I cant get the Template/Includes/Include Basis Template
work as it worked before, for example 6.1.x

If I include for example a lib.testing object, it isn't there in the lib 
when checking with TSOB.

Has something changed or is this a bug?
