I think its hard to make tt_content really responsive. The content
elements and the rendering are too targeted at non-responsive websites.
Another problem are updates if you modified csc content elements: On
updates, the styles generated by csc change and the markup also
changes. So your frontend output may break.
A better approach would be to define your own content elements for
everything, for example using the FluidTypo3 ecosystem. You are much
more flexible that way.
