I have the same problem. When creating a new news message, date&time is initially filled with a date in the past.
This probably has nothing to do with static_info_tables but with the system cache. Clear the system cache and create a new news message immediately afterwards you get the 'current' date&time.
(remark: set 
options.clearCache.system = 1
in TSConfig of backend user in order to have the possibility of clearing the system cache)

At the moment I have no idea how to configure tx_news for getting the current date in date&time filed.
