I removed the following bit from the typo3conf/PackageStates.php file:

      'suggestions' => 
      array (
      ),
    ),
---------------------------------------------------------------------------

Everything else seemed right there.

After reloading the frontend as well as the backend the above stated fatal error still appears.

Are there more hints to a solution?
