[TYPO3-english] Can someone point me how to make translations to typo3 6.1, and create a dropdown menu for language

there seems like there's no tutorial anywhere on-line ... all tutorials are either ... for really old versions of typo3 or they use a unknown template, and there's no way I can reproduce the steps they do on the introduction package from typo3
