"Editing" may be done with any text editor, either local or web-based.
"Rendering" requires the Sphinx environment, so best is to use
EXT:sphinx to render on your own.

Have a look at the big orange button top right of any official
guide/manual/reference:

and this is possible for your own extensions, if you host it on GitHub
(unfortunately). E.g.,
