Pretty bad idea, as this is from TYPO3 core and you should have thought
that removing part of the core is certainly not the way to go.

Mark 'dbal' as not loaded either in extList of
typo3conf/LocalConfiguration.php or typo3conf/PackageStates.php and
remove any cache afterwards (you may do that from Install Tool if you
don't know how to do it manually)

The proper way is to use the Extension Manager and unload any extension
(here "dbal") that you don't need.
