you have asked for a new site, not an Upgrade
for new sites 6.2.x is a stable solution i used many times without any
problems (also most Upgrades work without no problems).
And more, most extensions are developed now only for 6.2 +
So with an older Installation you are definetliy in an impasse !!!

you are lucky
in the range of the last 5 Years i have had three customers (they also
don't want securtity updates and also did no backups) wich have learned
this in a very bad task... they then had to do the whole website new...
