[TYPO3-english] How to manage Frontend Users

I would like to manage my frontend users and user groups like shown here:
docs. typo3.org/typo3cms/  GettingStartedTutorial/EditAndCreatePagesAndContent/CreateUsersGroups/Index.html

However I don't see the menu item "Frontend users and groups"....

How do I make this item visible?
