Did you read the manuel?
http://docs.typo3.org/typo3cms/extensions/typoscript2ce/Typoscript2contentelement/HowToUse/StepByStep/Index.html

Put somewhere in your typoscript setup for example

lib.something = HMENU
lib.something...


Then write the "lib.something" in the plugin.
