[TYPO3-english] Creating users for non admins

Hm. I never used this Task Center. When i click on it there is Overview 
text and from pull down menu i can choose item Tasks. Then i have only 
some overview of Import/Export module. I'm not sure how is this task 
center supposed to be used and in documentation is (of course :-) 
explained how to write functions, classes bla bla :-) Can you help? Thx.
