[TYPO3-english] PHP 5.4 + IIS7 | Intermitent database connection errors

Here are the details:

Typo3: 4.5.25
IIS: 7.5
PHP: 5.4.9 (just upgraded to 5.4.14, there are some bugfixes on 5.4.10
on handling outgoing connection with sockets, may be I get lucky).
MySQL Server Version: 5.5.15-log
