[TYPO3-english] pre-fill a backend-layout cell with editable Content Element

I have created a custom DCE (Dynamic Content Element) using DCE plugin to 
create Templavoila like FCE. (It could be some other plugin as well)

The new DCE allows a user to attached multiple images in a sequence with 
textbox's for relevant data (descriptions, name, other custom metadata)
The DCE is a custom gallery scroller

I want a unique instance of the DCE to be dropped in by default in the 
upper-corner of every page. When a user creates a new page in backend with 
X-template it is already there - ready to click on and load images up. The 
user cannot delete or disable the plugin/DCE - but can edit certain content.
