[TYPO3-english] Send deprecation log information via email to extension author

Hey all,

just a small idea.
Big companies already do it. "Send usage statistics".
Currently extension authors don't get information about deprecated functions.
Of course they are mentioned and logged. But they have to use or read the publications.

Another way would be the idea of sending them e-mails.

The extension author can enable this feature inside the EMCONF and the administrator can enable this feature in the EXTCONF.

Both sides have to enable this. This prevents the author from being spammed and the administrator from sending emails.
The core has to log each email to prevent the system from sending a deprecation information twice.
