my experience is, that google (or any other search engine) *do* process 301status codes very fast, on well indexed pages within days

I would agree 100% to this article -> redirects in TYPO3 (PHP) work well, but mod_rewrite is faster and more efficient. In your case a redirect in the apache configuration would have the same effect
Redirect 301 /seo-page/topic-1/ /topic-1/
Redirect 301 /seo-page/topic-2/ /topic-2/
