[TYPO3-english] create new content element -> why isn't the header element listed?

The new content element wizard tries to present a default, but not 
exhaustive selection of content elements that makes the most sense for 
regular editors. Of course it may not fit all cases.

It is possible to configure the wizard, using TSconfig. Check this out:
