Not necessarily. It's meant to be used during login when the usergroups 
the user is a member of are determined. This format is suitable for this 
as it's pretty easy in the code to check the timestamps and add the 
group ID to the list of groups if the timestamps match.

This shows clearly that the appropriate data structure very much depends 
on the purpose :-)
