Ok, now I understand the problem ;). You can activate it "manually" by editing the file 
"localconf.php" (for TYPO3 versions before 6) contained in the folder "typo3conf".
Just add "dbal" to the comma-separated lists of the options $TYPO3_CONF_VARS['EXT']['extList_FE'] 
and $TYPO3_CONF_VARS['EXT']['extList']
